FEMA's "whole of community" approach

Federal Emergency Management Agency Administrator Craig Fugate talked about his agency's new "whole of community" approach to preparedness and response in federal disasters. The new approach includes engaging the entire community, including the public and private sectors, in coordinating a federal response to disasters.
